I hate reporting bad news, but it seems that’s all that’s doing the rounds at this point in time. I realise I must be painting quite a dire picture of SA at the moment, but to be frank, the situation is reaching dire levels.

FIFA has proclaimed that there is no red light for stadium preparations, although they do have slight concerns.
You should interpret this as:
FIFA has proclaimed that while it is not imperative that they change venues for the 2010 World Cup just yet, SOUTH AFRICA UP YOUR GAME!!!!
